Electrification headroom vs EV headroom
Why the same feeder can have different capacity estimates for different types of load.
A capacity estimate is tied to a set of operating assumptions. Two figures associated with the same feeder can differ because they describe different seasons, assessment periods or load conditions. The label “EV” or “electrification” is not enough to establish which estimate fits a proposed project.
Seasonal detail changes the question
Con Edison's 2023 sustainability report states that its January 2024 hosting-map update added electrification information, including winter capacity for electric heat pumps. That is a documented expansion of the information available, not evidence that every electrification value is higher than an earlier EV value.
The practical question is when the proposed load will coincide with existing demand. Electric heating concentrates demand in cold conditions. A charging facility's profile depends on vehicle arrivals, charging requirements and operating controls. Neither can be represented adequately by an annual energy total or by the name of a map layer.
A map's audience does not define its calculation
PSE&G's New Jersey EV map describes remaining capacity using a maximum-load value minus a recent circuit peak. That formula does not itself specify the operating schedule of a particular charging depot. The developer still needs to explain the expected timing and scale of demand.
Similarly, a seasonal estimate does not establish capacity for every hour of the year. A project with winter heating, summer cooling and year-round process loads needs an assessment of the combined profile. A favorable winter value should not be carried into a summer calculation without checking its applicability.
Compare the assumptions, not just the values
- Confirm that the records refer to the same equipment and network configuration.
- Identify the season and whether the inputs are observed demand or a forecast.
- Record the assessment date and any stated assumptions about load coincidence or control.
- Check whether each figure describes additional load or generation exports.
- Match the project profile to the assessment and identify questions requiring utility review.
Do not automatically select the higher figure, or assume that the lower one is the right constraint. When the assumptions are undocumented, preserve that uncertainty in the site comparison. The useful output is an explanation of which value is relevant to the project and what must still be confirmed.
